Analisis Kinerja Reformasi Birokrasi di Sekretariat Dewan Perwakilan Rakyat Daerah (DPRD) Kota Tasikmalaya

The purpose of this study is to conduct an in-depth analysis of the performance of Bureaucratic Reform within the internal environment of the Tasikmalaya City Regional Representative Council Secretariat. Although it successfully obtained a categorical “B” rating on the Bureaucratic Reform Index (IRB), it turns out that the organization failed to meet the predetermined absolute quantitative target, indicating fundamental weaknesses in the implementation of the eight areas of RB change. The research method used focused on a qualitative analysis of performance gaps, diagnosing the root causes of problems stemming from internal strategic issues and weaknesses in the performance management system, reinforced by findings from the Evaluation of the Government Agency Performance Accountability System (SAKIP). The results of the study show that a significant value deficit indicates the presence of bureaucratic obstacles due to suboptimal internal and external coordination, limitations in human resources in terms of quantity and quality of competence, and the use of technology and information media that is not yet fully optimal. In addition, SAKIP's weakness in measuring performance and accurately describing obstacles has contributed to the failure to achieve the IRB's absolute target. The results of the study show that the 6.43-point gap is due to limitations in facilities, coordination, and the utilization of technology, which are not yet optimal, even though the quality of human resource education is quite adequate. The solution is to optimize digital transformation, fulfill work facilities, and strengthen internal coordination to catch up with the bureaucratic reform index score toward the category B target.
