Abstract

This study examines the strategic roles of women legislators and the National Commission on Violence Against Women (Komnas Perempuan) in the formulation and advocacy of Law Number 12 of 2022 on Sexual Violence Crimes (UU TPKS). Triggered by the increasing number of sexual violence cases in Indonesia, especially against women and children, the study highlights the urgency of comprehensive legal protection. Using a qualitative descriptive method, data were obtained through a literature review of legislative documents, academic journals, and institutional reports. The findings reveal that women legislators during the 2019–2024 parliamentary period actively contributed to public discourse, coalition-building, and the drafting of laws, thereby accelerating the legislative process. Komnas Perempuan also played a crucial role through academic research, advocacy, and monitoring of policy implementation. The synergy between these two actors was instrumental in the ratification and early enforcement of the TPKS Law. Continued collaboration with other stakeholders is essential to ensure effective implementation of the law, including the development of supporting regulations and public awareness initiatives.
