Evaluasi Implementasi Peraturan Daerah Perlindungan Perempuan dan Anak: Studi Kasus di Kabupaten Garut

Abstract

The increasing number of violence against women and children in Garut Regency  shows the need to evaluate the effectiveness of the protection policies that have been established. This study aims to evaluate the implementation of Garut Regency Regional Regulation No. 13 of 2016 concerning the Protection of Women and Children from Violence using the Edward III implementation model. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation. Informants are selected purposively from the policy implementing elements. The results of the study show that policy implementation still faces various obstacles, especially in the aspects of cross-sector communication, limited human resources and budgets, and overlapping authority between agencies. Although the bureaucratic structure has been formed and SOPs have been prepared, not all implementers have adequate technical competence. This study recommends strengthening cross-sector coordination, increasing human resource capacity through trauma-based training, and optimizing the use of digital media as a channel for communication and complaints. Periodic evaluations are needed so that this policy can be implemented effectively, inclusively, and sustainably
