Design and Construction of a Web-Based Decree Documentation Monitoring System Using the Laravel Framework (Case Study: BPS Sukabumi City)

Conventional management of Decision Letter (Surat Keputusan/SK) documentation creates difficulties in document retrieval, low archiving efficiency, and the risk of data loss, including at the Central Statistics Agency (BPS) of Sukabumi City. This study aims to design and build a web-based SK documentation monitoring system capable of managing, digitizing, and monitoring documents in a structured and integrated manner. The system was developed using the Laravel framework with a Model-View-Controller (MVC) architectural approach, while the development process was carried out iteratively using the Agile Scrum method, divided into several sprints covering requirements analysis, Use Case Diagram and flowchart design, module implementation, and testing at the end of each sprint. The resulting system provides two access roles, Administrator and User, with main features including master data management, template management and dynamic SK draft generation, archive digitization, document status monitoring, and user account management. Testing results show that all main features of the system function according to the defined functional requirements. This system is expected to improve the efficiency of SK archive management and facilitate document retrieval and monitoring at BPS Sukabumi City.
