Building Sustainable Rural Livelihoods through Apple Revitalization: Evidence from Tutur District, Pasuruan Indonesia

Abstract

Problems: Apple farming in Tutur District, Pasuruan Regency, faces a multidimensional decline that threatens the sustainability of rural livelihoods. The decline is reflected in aging apple trees, low productivity, limited use of certified seedlings, climate-related production risks, market dependency, inadequate post-harvest infrastructure, and weak value-added development. These conditions indicate that apple revitalization requires an integrated approach that extends beyond agronomic interventions.

Purpose: This study aims to analyze the condition of apple farming and formulate a comprehensive revitalization strategy to strengthen sustainable rural livelihoods in Tutur District.

Methodology: This study employs a mixed-method approach based on a survey of 270 apple farmers, secondary agricultural statistics, field observations, and policy-oriented analysis. The analysis examines technical, economic, institutional, market, and environmental dimensions to identify key constraints and opportunities for apple revitalization.

Findings: The findings indicate that the average age of apple trees reached 30.47 years, with average productivity of 11.88 tons/ha/year. A total of 97.77% of farmers did not use certified seedlings, while 93.61% identified climate as the main factor affecting harvests and 92.19% perceived productivity to be lower than five years earlier. Market vulnerability was also evident, with 91.85% of farmers selling through collectors and only 2.97% having storage facilities. Nevertheless, 93.77% of farmers had access to formal financing, representing an institutional asset that can support revitalization. The study proposes an integrated strategy encompassing gradual replanting, certified seed systems, climate-adaptive cultivation, soil and pest management, post-harvest infrastructure, collective marketing, product diversification, farmer regeneration, and territorial branding through “Apel Tutur.” Apple revitalization is therefore positioned not only as a strategy for restoring agricultural productivity but also as a pathway to strengthen livelihood resilience, local agrarian identity, and linkages between rural production, markets, tourism, and local institutions.
