DECENTRALIZATION TRENDS IN SOUTHEAST ASIA: A BIBLIOMETRIC ANALYSIS

Problem: Authoritarianism has been a defining feature of governance in many Southeast Asian countries, driving the adoption of decentralization policies to enhance governmental efficiency and public participation. However, the implementation of decentralization in the region has demonstrated complex dynamics, both politically and administratively, thereby requiring deeper examination of its trends and developmental trajectories.
Purpose: This study aims to analyze decentralization trends in Southeast Asia through a literature-based approach, mapping the evolution of publications, the most influential authors and articles, inter-author networks based on national affiliations, and interarticle linkages derived from keyword co-occurrence.
Methodology: The research employs descriptive bibliometric analysis using data extracted from the Scopus database. VOSviewer software was utilized to generate network, density, and overlay visualizations. Findings/Results: The analysis indicates that decentralization has gained scholarly attention since the 1960s, with a peak in publications in 2019 amounting to 20 articles. The article titled Decentralization and Democracy in Indonesia: A Critique of NeoInstitutionalist Perspectives by Hadiz V.R. (2004) received the highest number of citations (213 times). Indonesian scholars dominate the field with 86 publications and 32 collaborative networks. Keyword co-occurrence analysis reveals three main clusters, with fiscal decentralization emerging as a frequently discussed topic since 2018. Potential research avenues for future exploration include accountability, regional autonomy, poverty, expenditure, influence, devolution, interest, practice, effectiveness, case studies, gaps, positive impacts, economic growth, and corruption.
