Abstract

This study analyzes the implementation of the Universal Health Coverage (UHC) policy in Metro City, a recipient of the 2024 UHC Award. This achievement demonstrates the success of the local government in achieving high National Health Insurance (JKN) coverage amidst various challenges of UHC implementation at the national level. This study uses a descriptive qualitative approach with data collection through in-depth interviews, documentation studies, and observations. Data analysis was conducted using the Miles and Huberman interactive model. The results show that the successful implementation of the UHC policy in Metro City is supported by the political commitment of the local government, support for the regional PBI budget through the Regional Budget (APBD), integration and validation of participant data across regional apparatus organizations, as well as service innovation and effective coordination between the local government, BPJS Kesehatan, and health care facilities. The findings of this study are expected to serve as a reference for other local governments in strengthening governance and accelerating the achievement of UHC in a sustainable manner.
