The safety of the people inside the building and its environment must be the main consideration, especially regarding the danger of fire, so a building must have a fire protection system, both active and passive, equipped with site equipment and rescue facilities.</p> <p><strong><em>&nbsp;</em></strong><strong><em>Purpose: </em></strong>The aim of this research is to determine the implementation of active protection systems and rescue facilities in the Medan Aviation Polytechnic Dormitory. To determine the level of reliability of the building safety system against fire hazards in the Medan Aviation Polytechnic Dormitory by evaluating the implementation of the fire protection system based on applicable regulations.</p> <p><em>&nbsp;</em><strong><em>Methodology: </em></strong>The method used in this research is a descriptive method. The primary data collection methods used were observation and interviews. The resource persons in this research were employees of the household or general department. The results of observations and interviews are linked to secondary data in the form of building evacuation routes, building population and regulations related to fire protection systems that apply in Indonesia.</p> <p><em>&nbsp;</em><strong><em>Results/Findings: </em></strong>The results of this research show that the evaluation of the active protection system in the Alpha, Delta and Bimtar dormitory buildings is &lt;60, meaning the level of suitability is not at all appropriate. The rescue system, namely the exit, only exists in the delta building and is in a damaged condition. The government has made various ways and efforts to overcome the problem of poverty, one of which is through a government initiative known as the Direct Cash Assistance Program (BLT).</em></p> <p><strong><em>Methodology: </em></strong><em>This study uses a qualitative approach with a descriptive method. Data collection techniques in this study were carried out by observation, interviews, and documentation. Interactive model data analysis techniques.</em></p> <p><strong><em>Results/Findings: </em></strong><em>The results of this study indicate that the Implementation of the Direct Cash Assistance Program in Geleo Baru Village in the first year since the launch of the program did not run well due to the inaccuracy of the timeliness of the distribution of direct cash assistance funds, which should have been received monthly due to delays from the local government which made village administrators run the program must wait for regulations from the Regent's decree so that the provision of direct cash assistance can only be given every three months. The primary issue addressed is how batik motifs, such as "Parang," "Mega Mendung," and "Cikadu," function as visual texts conveying cultural messages, and how writing about batik plays a role in interpreting and disseminating these meanings. The objective of the research is to understand the relationship between batik motifs and the writing about batik in the context of preserving and developing cultural values.</em></p> <p><strong><em>Methodology: </em></strong><em>employs a qualitative approach, combining semiotic and narrative analysis methods. Semiotic analysis is used to interpret the symbolic meanings of batik motifs, while narrative analysis is employed to understand how writing about batik depicts and documents these values.</em></p> <p><strong><em>The findings:</em></strong><em> reveal that batik motifs are not merely decorative patterns but complex visual communication tools that convey cultural values and life philosophies. Writing about batik functions as a written text that supports the documentation and dissemination of these meanings. The study also uncovers that the community holds a strong perception of batik as a cultural identity symbol that needs to be preserved. This program aims to provide a platform for people with disabilities by inspiring them, raising awareness of their talents, and encouraging their development. However, in the effort to empower people with disabilities, there are still some limitations, such as the uneven distribution of assistive devices like wheelchairs and canes. Additionally, there is a lack of outreach or socialization to the broader community to prevent discrimination against people with disabilities. Moreover, there are no facilities for independence training for people with disabilities, requiring them to be sent to other cities such as Surakarta, Cibinong, and Makassar for training, which is conducted only once a year.<br>Purpose: This research was conducted with the aim of analyzing the implementation of the Social Rehabilitation Program in empowering people with disabilities by the Samarinda City Social and Community Empowerment Service and identifying inhibiting factors in the implementation of the Social Rehabilitation Program in empowering people with disabilities by the Samarinda City Social and Community Empowerment Service. Methodology: Research focus is based on Korten's theory, which consists of the compatibility between the program and the beneficiaries, the compatibility between the program and the implementing organization, the compatibility between the user group and the implementing organization, as well as the inhibiting factors in the implementation of the Social Rehabilitation Program in empowering people with disabilities by the Samarinda City Social and Community Empowerment Service. The type of research used is qualitative with a descriptive method. Data collection techniques are carried out through observation, interviews, and documentation. The analysis used is an interactive model developed by Miles, Huberman, and Saldana.<br>Results/Findings: research focuses on Korten's theory, which consists of the alignment between the program and its beneficiaries, the alignment between the program and the implementing organization, the alignment between the user groups and the implementing organization, as well as the factors hindering the implementation of the Social Rehabilitation Program in empowering people with disabilities by the Social and Community Empowerment Agency of Samarinda City. To find out what sectors are assisted using non-tax state revenue funds, whether the utilization of non-tax state revenue is right on target and there are no obstacles in its management.</em></p> <p><strong><em>Methodology: </em></strong><em>The research method used in this research is a qualitative approach with descriptive analysis techniques. The data collection method used is through academic sources and texts such as books, articles, journals, reports, research findings, news. Descriptive analysis is carried out on academic texts in accordance with the research theme to obtain results and findings regarding the utilization of non-tax state revenue to improve public welfare in the implementation of the state revenue and expenditure budget.</em></p> <p><strong><em>Results: </em></strong><em>The utilization of Non-Tax State Revenue has been utilized and used to help the welfare of the community through various sectors, such as financing infrastructure development projects, helping finance the Education and Health sectors, and helping poverty alleviation programs. These funds come from various sectors such as national resource management, natural resources, and government services. The use of Non-Tax State Revenue (PNBP) funds for the welfare of the people is a strategic step in an inclusive national development effort. However, the use of these funds depends on good management, close supervision, and equitable distribution throughout Indonesia. In the context of modern governance, the third sector (non-profit organizations, NGOs, and community-based institutions) increasingly plays a vital role as a government partner in providing public services, particularly in social sectors such as health, education, and social welfare.</p> <p><strong><em>Purpose:</em></strong> This study aims to analyze the relationship between governance, contract management, and public management in the public sector, with a focus on effectiveness and efficiency in contract management within government institutions.</p> <p><strong><em>Methodolgy: </em></strong>Using a qualitative descriptive approach, this research explores various factors influencing the success of contract management in the public sector, including challenges encountered and the steps required to enhance sound governance. Primary data were collected through in-depth interviews with government officials, project managers, and third-party providers partnering with the government, while secondary data were gathered from official documents, annual reports, public policies, and relevant literature. Analysis was conducted using a thematic approach to identify patterns or main themes related to governance practices and contract management.</p> <p><strong><em>Results/Findings: </em></strong>The findings indicate that role clarity, transparency, and effective communication are key factors influencing the success of partnerships between the government and the third sector. Additionally, challenges such as organizational culture differences, resource limitations, and contract management ambiguities impact public service quality and public trust. Addressing these challenges requires improved governance through structured performance measurement, leadership support, and strong coordination between the government and third parties.
