The results of the study found that BUMDes policies in Pandan Landung Village and Jedong Village could be implemented effectively based on the Van Meter Van Horn policy implementation model. Policy size and objectives, capital resources, inter-organizational communication, social conditions, and human resources are supporting factors for implementing BUMDES management of village fund distribution in Pandan Landung Village and Jedong Village. Barriers to the implementation of BUMDes management, such as firstly the lack of socialization of the Village government to the community, secondly there is still an apathetic community, thirdly the lack of adequate time and human resources that need to be added so that they can run effectively due to one another's busyness and lack of finance and natural resources in two village.
Fransiska Noviana Cahyo Sasmito Asih Widi Lestari Copyright (c) 2023-03-03 2023-03-03 4 1 1 8 10.30656/jdkp.v4i1.6243 Implementasi Kebijakan Pengelolaan Dana Dekonsentrasi Bidang Kesehatan Pada Dinas Kesehatan Provinsi Banten https://e-jurnal.lppmunsera.org/index.php/JDKP/article/view/6302
The health deconcentration fund is one of the funding schemes for the regions in the context of delegating functions that fall under the authority of the central government to regional governments in certain areas to support the achievement of national development. This study aims to analyze the implementation of deconcentration fund management policies in the health sector at the Banten Provincial Health Office and explain the inhibiting factors for the implementation of deconcentration fund management policies in the health sector at the Banten Provincial Health Office. This study uses a qualitative method using the policy implementation model of Edward III which states four variables, namely communication, resources, disposition and bureaucratic structure. Data collection was carried out through interviews with 7 informants and a study of documentation of reports on the management of deconcentration funds at the Banten Provincial Health Office for the 2019-2022 period. The results of the study concluded that the implementation of deconcentration fund management policies in the health sector at the Health Office of Banten Province was still not effective. This is caused by the communication aspect which has not been maximized and the inadequate qualification of adequate resources for the management of deconcentration funds. Factors inhibiting the implementation of deconcentration fund management policies in the health sector include the low allocation of funds from the state budget which is not sufficient, the principles of efficiency and effectiveness that are not yet clear, the absence of good coordination in terms of dissemination of implementing regulations, and the lack of optimal guidance and supervision of deconcentration effective.
Muhammad Revki Iboyma Agus Sjafari Juliannes Cadith Copyright (c) 2023-03-04 2023-03-04 4 1 9 23 10.30656/jdkp.v4i1.6302 Manajemen Program Nagari Statistik di Kabupaten Dharmasraya https://e-jurnal.lppmunsera.org/index.php/JDKP/article/view/5178
Nagari Statistik program is implementation form for accurate, integrated, quick and easy to access of statistical data supports. Background of this study was low quality of data in big number of data, so it needs management improvement by government through Satu Data Indonesia program. Therefore, Agency of Communication and Informatics (Diskominfo) and Central Agency of Statistics (BPS), which also support by local government (OPD) in Dharmasraya regency establihed Nagari Statistik program. Kanagarian Sungai Duo as the first of pilot project area of this program. However, there is some obstacles in implementation of this program, both of Agency of Communication and Informatics (Diskominfo) in Dharmasraya regency as an organizer program and the areas (nagari) for this program itself. This study was analyzed to describe the phenomenon at the study sites qualitatively using management function theory to analyze management by Ricky W Griffin that consist of planning, organizing, briefing and supervising of Nagari Statistik program. This study showed that management of this program in Dharmasraya regency has been carried out quite well, although the operational was still not optimal. This phenomenon could be observed from several obstacles, such as limitation of budget and low quality of human resource because there is no statistic expert officer for this program.
Vovi Ratna Qori Roni Ekha Putera Yoserizal Yoserizal Copyright (c) 2023-03-05 2023-03-05 4 1 24 39 10.30656/jdkp.v4i1.5178 Implementasi Undang-Undang Nomor 33 Tahun 2014 Tentang Jaminan Produk Halal https://e-jurnal.lppmunsera.org/index.php/JDKP/article/view/6267
The policies regarding Halal product guarantees are regulated in Law Number 33 of 2014. This Law aims to provide legal certainty regarding the halalness of a product circulating in public. In addition, it also created a sense of security and a sense of public trust in the products. Banten, which is well-known as one of the religious provinces, is also a benchmark for how the public has sufficient awareness and knowledge of the implementation of Halal Product Assurance (JPH) for products circulating in the market. This research is aimed to find out and analyze how the Implementation of Law Number 33 of 2014 concerning Guarantees for Halal Products (Studies on Implementation of Guarantees for Halal Products in Banten). The qualitative method was used in collecting data. The results of the research using the Edward III policy implementation model approach show that the implementation of Law Number 33 of 2014 concerning Halal Product Assurance (Study on the Implementation of Halal Product Guarantees in Banten) is still not going well. First, there is still confusion from businessmen in the flow of the halal certification registration process which is currently undergoing a transition period from LPPOM MUI to BPJPH. Second, there is no BPJPH organizational structure in the regions so it is currently under the Ministry of Religion in each province. Third, the regular Halal certification fee is quite expensive and affects the number of applicants for Halal certification. Forth, most Muslim communities do not know that Halal food products are not only strictly consuming pork and its derivatives. But it must be seen from the production process from upstream to downstream.

Keywords: Public Policy Implementation, Law on Guarantees of Halal Products, Halal Certification.
Nadia Fatima Ipah Ema Jumiati Rina Yulianti Copyright (c) 2023-03-05 2023-03-05 4 1 40 51 10.30656/jdkp.v4i1.6267 Manajemen Pemerintahan Desa Ciangsana Dalam Meningkatkan Produktivitas BUMDes https://e-jurnal.lppmunsera.org/index.php/JDKP/article/view/6224
Ciangsana Village government management of Village-Owned Enterprises (BUMDes) needs to be done well so that BUMDes management can contribute to PADes. Without government management in accordance with its functions, it can bring setbacks in village development including BUMDes productivity. The purpose of this study was to determine Ciangsana Village government management in improving BUMDes productivity. This research uses descriptive qualitative research methods. The data collection techniques used were interviewed, observation, and documentation. Researchers use the theory of government management by George R Terry which has four dimensions, namely: planning, organizing, actuating and controlling. Based on the results of the research, it was found that planning has not been effective and efficient because it has not led to significant changes in the community and the BUMDes itself. Organizing is good with clear management through solidarity and cooperation. The actuating of the Ciangsana Village government carried out for BUMDes has not contributed to the PADes. Controlling is quite good because there are advisors and supervisors. Thus, it can be concluded that the management of Ciangsana Village government in increasing the productivity of BUMDes has not been effective.
Alifvia Putri Ramadhina Evi Priyanti Copyright (c) 2023-03-06 2023-03-06 4 1 52 61 10.30656/jdkp.v4i1.6224 Optimalisasi Ketahanan Energi Melalui Kebijakan Pengurangan Konsumsi Gas Elpiji di Indonesia https://e-jurnal.lppmunsera.org/index.php/JDKP/article/view/6263
This article aims to analyze energy security policies in Indonesia related to reducing the use of fossil energy by increasing the use of renewable energy. The problem is focused on the idea of the Government of Indonesia to switch the use of Liquefied Petroleum Gas (LPG) based energy to electricity-based energy, especially for household consumers. To approach this problem, theoretical references from scarcity and energy security theories are used, related to current LPG-based energy management in Indonesia and plans for the future. The data were collected through secondary data, literature review, and field studies and were analyzed qualitatively. The results of this study indicate that renewable energy used as a basis for electrical energy is expected to reduce dependence on fossil energy, namely LPG gas. The policy accompanying this energy transition uses a price ceiling policy on LPG gas and an alternative LPG policy. Government policy emphasizes the ceiling price, which sets the highest retail price (HET) for LPG gas. This alternative policy is supported by the use of electricity from renewable energy, including water, wind, biomass, and solar. Another energy alternative is new energy, namely dimethyl ether (DME), which is obtained from processed coal with low calories. In terms of implementation, to maintain a stable supply in the market, it is necessary to monitor and evaluate so that The Gass can still maintain the gas supply and It can control the energy demand for households.
Ronald Sianipar Copyright (c) 2023-03-06 2023-03-06 4 1 62 72 10.30656/jdkp.v4i1.6263 Pelimpahan Kewenangan Bupati Kepada Camat Dalam Mewujudkan Efektifitas Penyelenggaraan Kecamatan Pada Pemerintah Kabupaten Pandeglang, Provinsi Banten https://e-jurnal.lppmunsera.org/index.php/JDKP/article/view/6319
This article examines the sub-district institution in Pandeglang Regency's ability to implement its capacity as an autonomous region feature as well as the administrative region feature of universal government administration, as well as the fulfillment of the necessary condition element. Attempts at the research were made utilizing a qualitative methodology. The study's findings demonstrate that in the Pandeglang Regency, the legal authority granted by the Regent is still not directly correlated with the fulfillment of necessary condition elements of sub-district institutions like human resources and budget. Then, in terms of the camat's or district's legal authority, some aspects—such as the alteration of laws and regulations, regional characteristics, the spirit of institutional strengthening in public services, and the requirements of coordinating national development programs—remain to require some adjusting. To overcome this, the government has developed a program that encourages the improvement of community welfare, namely the Family Hope Program (PKH). The program provides conditional social assistance to poor families as beneficiary families. This paper focuses on the Implementation of the Family Hope Program (PKH) for Community Welfare in Lebak Regency (Study in Malingping District, Lebak Regency, Banten Province). The data collection method used a descriptive approach through observation, study, and documentation. Data analysis through data reduction, data presentation, and drawing conclusions or levers. From the results of the study, it was found that the PKH Program was felt to be beneficial for the beneficiary families so there was a change in the quality of education and health services. However, the program has not been significant in reducing poverty. There is no uniformity in the data that is managed and data anomalies are still found, such as mismatches in names, population identification numbers (NIK), family card numbers (KK), and multiple IBDT numbers (Integrated Database Identity). There is still weak synergy in data management from RT/RW to the central government. Socialization has not been widely reached by the community and assistance has not been maximized. Financial assistance is often used outside the provisions of the beneficiary. Withdrawal services for PKH money often experience problems with the BRI Link service.
Mohamad Iyos Rosyid Copyright (c) 2023 Mohamad Iyos Rosyid https://creativecommons.org/licenses/by-sa/4.0 2023-03-17 2023-03-17 4 1 85 98 10.30656/jdkp.v4i1.6330 Indonesia's Foreign Policy : Suspends Sending Indonesian Migrant Workers (PMI) to Malaysia After the Establishment of the Online Maid System (SMO) by the Malaysian Government https://e-jurnal.lppmunsera.org/index.php/JDKP/article/view/6363
Indonesia stopped sending Indonesian migrant workers (PMI) to Malaysia after the establishment of the Online Maid System (SMO) by the Malaysian government.
